For five years the Missouri sports bettor's routine was a drive. Illinois opened its market in 2020 and Kansas followed in September 2022, which put a legal wagering account within twenty minutes of downtown St. Louis and about ten minutes of downtown Kansas City for anyone willing to cross a bridge or a state line and wait for their phone to catch up. Missouri's own market opened on 1 December 2025, with eight licensed operators live on the same day. The useful question stopped being where to bet and became which account to open.

Start with the licence, not the advert

Every sportsbook that may take a Missouri wager holds a licence from the Missouri Gaming Commission, and the Commission publishes the list along with a monthly revenue report for each licence holder. We checked the published licence list against the operators advertising into this state in September 2026. That report is the single most useful consumer document in the market, because it names every operator taking action in the state and shows how much each one handled. If an app is advertising to you and does not appear in that month's report, it is not part of this market. Two sportsbooks on this site have their own pages: DraftKings and FanDuel.

What the tax rule does to the offers you see

Amendment 2 set the state's rate at 10% of adjusted gross revenue and allowed operators to deduct the cost of promotional free play before that rate is applied. The practical effect showed up immediately. In December 2025 the state collected a little over half a million dollars in tax on a first month that handled more than $543 million, because operators wrote off well over $100 million in promotional credits against the taxable figure. That is a normal opening pattern rather than a Missouri failure; Michigan, Virginia and Maryland all ran near zero or negative taxable revenue in their first months for the same reason. For a bettor it means the promotional period in a new market is genuinely subsidised, and that it thins out once the acquisition spend is spent.

Parlays are where the books actually earn

The December figures make the point better than any advert. Parlay wagers accounted for about 39% of mobile handle and produced more than 70% of operator revenue. Straight bets on a single game move a small margin. A four-leg parlay compounds the hold on every leg. This is why parlay pricing, not the welcome offer, is the difference that matters over a season, and why the books compete hardest on same-game parlay availability, correlated-leg rules and the boosts attached to them.

The six things worth comparing

What to checkWhy it matters in this market
Commission licenceAppears in the monthly Missouri Gaming Commission revenue report; an operator absent from it is outside the regulated market
Parlay and same-game parlay rulesDrives most of the operator margin, so small pricing differences compound faster than any sign-up credit
Promotional termsFree-play credits are tax-deductible for the operator, so read whether a credit is withdrawable or play-through only
Withdrawal method and timingBank transfer, card and wallet timings differ by operator; the app's own banking page states them
Retail tie-inSeveral apps run a counter or kiosk at a partner casino, which matters if you ever want to settle a dispute in person
Geolocation behaviourDecides how the app behaves in the Kansas City and St. Louis metros, where the state line runs through the built-up area

Geolocation is a Missouri-specific problem

Both of the state's big metros straddle a border. Kansas City sits on the Kansas line and the St. Louis metro runs into Illinois. Every licensed app checks device location before it accepts a wager, so an account funded in Missouri stops taking bets the moment the phone reports a position on the other side, and a Kansas or Illinois account does the same in reverse. Bettors who kept a cross-border account from before December 2025 now carry two, and the common mistake is assuming one travels. It does not. If you live in Kansas City or Belleville and your app repeatedly refuses a wager, the cause is almost always a location reading rather than the account.

Funding and the age rule

The minimum age is 21 for every licensed Missouri sportsbook, online or at a counter, and identity is verified against the name on the deposit method at registration. Deposits run through debit cards, bank transfer, online banking and the usual wallets; credit cards are refused by most operators. Withdrawals return to the funding method wherever the operator can route them.

Which account to open first

For a bettor who cares mainly about market depth and parlay construction, the two national operators that hold Missouri's untethered licences are the obvious first accounts, and both are covered on this site. For anyone who bets a narrow list of markets, a second account is worth more than a bigger welcome credit, because line shopping across two books recovers more over a season than any one promotion pays. Our retail sportsbook guide covers the counters at the state's thirteen casinos, and the legal framework page sets out Amendment 2 in full.
